In honor of Women’s History Month, the Kern County Hispanic Chamber of Commerce is proud to introduce you to Dr. Ana Mena, as part of our annual Latinas in Business & Leadership spotlight series.
Dr. Ana Mena is a Latina immigrant born in Guadalajara, Jalisco, MX who arrived in this country with her family in search of the American Dream. Ana was raised by a single mother & grandmother who taught her the importance of hard work, sacrifice, and perseverance. Ana’s leadership abilities were always influenced by her Christian faith and her desire to serve others. Whether it was learning a second language, working in the fields or working towards her educational goals, Ana has never been afraid to overcome difficult circumstances.
Ana received her Bachelor’s degree from California State University, Bakersfield in 2009 and her Doctorate degree from The Chicago School of Professional Psychology, in 2014. She also graduated from the Alberto Mottessi School of Evangelists with her Associate’s degree. She is now a licensed Psychologist in California with an interest in community mental health and experience working with children, adolescents, and adults.
In 2023, Ana fulfilled one of her dreams & started her own private practice business: MindCare Psychological Services. Much more than a Psychologist, Ana shares her unique integration of Christianity & Psychology as well as her education, experience, and theological background to serve her community. Ana currently resides in Bakersfield, CA with her husband and their 2 beautiful children.

In honor of Women’s History Month, the Kern County Hispanic Chamber of Commerce is proud to introduce you to Mari Gonzalez, as part of our annual Latinas in Business & Leadership spotlight series.
Mari Gonzalez is the Assistant Vice President and Chief of Police for California State University, Bakersfield. She joined the California State University, Bakersfield Police Department in January 2009 as an officer. During her 16 years with CSUBPD she has been a Patrol Officer, a Sergeant, a Lieutenant, and served as Captain before promoting to Chief of Police. Much of the focus during her time with CSUB has been officer training, community engagement and emergency management.
She is a CSUB Alumni, having earned her bachelor’s degree in criminal justice.
Chief Gonzalez has been a sworn law enforcement officer for over 22 years, with much of that time being spent in Kern County. She hopes to continue leading the CSUB Police Department in its promotion of excellence in community-based policing.

Vanessa serves as the Executive Director of the Downtown Business Association, where she works tirelessly to enhance the vibrancy and success of the downtown area. Prior to this role, she was a Strategic Business Consultant at Paychex HR, offering clients expert guidance on human resources solutions and business optimization.
Vanessa’s career journey spans over a decade in the telecommunications industry, where she climbed the ranks to become a Regional Director. Her leadership and ability to drive performance have been instrumental in her career growth and success.

Alekxia Torres Stallings is a managing partner at Torres, Torres Stallings Law Corporation. She earned her Bachelor of Arts from University California at Irvine and her Juris Doctorate from Western Michigan University, Thomas M. Cooley School of Law.
She has been practicing the area of criminal law, both federal and state, for nearly 10 years. She is active within the legal community holding the position of the President of the Kern County Bar Association in 2021, past Young Lawyers Section President and Past Women Lawyers Section President.
Her firm has played an active part in the California state University Bakersfield, Pre-law program for many years. Through this program we have participated in mentoring students and speaking at events geared to inform prospective students of the rigorous but rewarding area of
law. Our firm is a location site for their legal clinic where we have students work in the firm to be exposed to the legal field. Most recently, her firm participated in an expungement clinic to serve the citizens of Kern County alongside the Prelaw students.
She, along with several criminal defense attorneys, took on cases pro bono and utilized the assistance of the CSUB pre-law students to fill out the court paperwork. Ms. Torres Stallings takes great pride in giving back to the community through the use of her specialized knowledge. Most importantly, giving her time to mentoring our young Prelaw students in the hopes that they will return as her legal colleagues in the future to better serve our community as she did.

Reyna joined Building Healthy Communities Kern in 2015 and in 2022 she became the Chief Executive Officer. BHC allows her to build partnerships and create solutions with organizations to address a variety of issues that challenge Kern County.
Reyna attended California State University, Bakersfield where she earned a Bachelor’s Degree in Political Science and a Master’s in Public Administration. After completing her education, Reyna embarked on a path of community service that she finds fulfilling and inspiring.
From advocating for parks and infrastructure improvements, to establishing the California Jobs First Program in Kern County in collaboration with KCCD and others, Reyna is keenly focused on not only working for her community, but with her community, and creating racial equity is at the heart of everything she does.

Adriana is a dedicated and results-driven leader serving as the Director of Community and Social Services at Kern Health System. In this role, she oversees strategic initiatives aimed at addressing social determinants of health, with a strong focus on supporting vulnerable populations, including individuals experiencing homelessness, behavioral health challenges, and substance use disorders. She is committed to developing and implementing programs that promote health equity, improve access to care, and enhance overall community well-being.
Beyond her professional responsibilities, Adriana is deeply engaged in community service and advocacy. She serves on the Board of Directors for Court Appointed Special Advocates (CASA) and California State University Bakersfield Alumni Association.
Her commitment to social impact extends to her active participation in mental health forums, where she collaborates with key stakeholders to address mental health disparities. Additionally, she is a dedicated member of the Kern Coalition Against Human Trafficking and serves as mentor with Garden Pathways.
Adriana’s extensive experience in community mental health, social services, and community advocacy reflects her passion to reducing the stigma of mental health and ensuring equitable access to health opportunities for everyone.

Lisa Carbajal is a Bakersfield native and a local financial services professional with over three decades of experience supporting local business owners with their financing needs here in Kern County. In her current role as VP, Senior Loan Officer/Business Development Officer at Cen Cal Business Finance Group, Lisa is responsible for nurturing business relationships in the local community by providing support to small businesses through the SBA 504 program which fosters business growth, economic development, and job creation.
Before joining Cen Cal Business Finance Group, she held similar roles at local financial institutions such as Tri Counties Bank, Rabobank/Mechanics Bank, and Valley Strong Credit Union.
Lisa is a firm believer in building personal relationships with her customers and the community. She currently serves as a member of the Board of Trustees for JJ’s Legacy, the Greater Bakersfield Chamber of Commerce and Downtown Business Association’s Board of Directors and sits on the Advisory Board for the African American Network of Kern County. She is an advocate for financial education and regularly hosts financial literacy courses for business networks, owners, local students, and their families.

Eloisa is a Foothill High School graduate, who went on to study Culinary Arts at Bakersfield College. After 13 years in the food industry, she began her banking career 12 years ago exclusively at Bank of the Sierra. Throughout her tenure, she has demonstrated unwavering dedication to her role and the community she serves. Passionate about community involvement, she actively seeks opportunities to engage and contribute both where she lives and works.
Known for her warm and personable nature, Eloisa fosters meaningful connections with colleagues, customers, and community members alike. She approaches every interaction with enthusiasm, forming lasting relationships and creating a welcoming environment. Her commitment to excellence is evident in everything she does, consistently going above and beyond to support her team, customers, and community.
Her dedication to the community extends beyond her professional role, as she actively volunteers in various capacities—from serving meals to teaching financial wellness to teens. One of her greatest passions is raising awareness for childhood cancer. She proudly supports national organizations like The Leukemia & Lymphoma Society, as well as local childhood cancer survivors, including GG The Warrior. For more than two decades, Laraine “Lu” Badilla-Williams has built a reputation as a dedicated health insurance broker and HR consultant. Working with Trucordia Fallgatter Rhodes, she helps businesses navigate the complex landscape of employee benefits while providing invaluable human resources support. Specializing in health insurance for companies of all sizes, Lu’s expertise ensures her clients meet state requirements, offering tailored benefit packages that meet the unique needs of each group.
Alongside her work in insurance and HR, Lu runs a photo booth business called Goodvibes Photo Booth Co.—an endeavor that began unexpectedly in 2019. In addition to being a successful entrepreneur, Lu serves as a business coach and has mentored two women who have achieved million-dollar profits.
Beyond her professional accomplishments, Lu is proud of her family’s achievements. Together with her husband Eddie, she raised five children, each excelling in their respective paths.

transferring to the University of California, Santa Barbara (UCSB) to earn her bachelor’s degree.
Lizette later returned to Bakersfield to pursue her master’s in School Counseling from California
State University, Bakersfield (CSUB). As a first-generation student and the first in her family to
obtain a master’s degree, Lizette is deeply committed to advocating for students and supporting
their holistic development. She strives to foster an environment where students feel valued and
empowered to succeed. Outside of work, Lizette enjoys playing tennis and spending time
outdoors.

Gabriela Lopez Garcia is the founding attorney of the Law Office of Gabriela Lopez Garcia. She has been practicing immigration law for nearly twelve years and is a certified specialist in immigration law certified by the State Bar of California. Gabriela earned her Bachelor of Arts in Public Policy from the University of California at Riverside and her Juris Doctorate from Santa Clara University School of Law.
Gabriela has been serving the Bakersfield community since 2012; she previously served as managing attorney at Eaton & Associates and opened her law firm in November of 2021. She has a strong track record of serving the immigrant community through her advocacy as well as providing her time and knowledge at various community events.
Gabriela’s passion for serving the immigrant community is unwavering. Her commitment, born from her own experiences as the child of immigrant parents, drives her to provide zealous advocacy and compassionate service. She is dedicated to making a positive difference in the lives of her clients.

Rosemarie Turner is the co-owner and CEO of Atech MSP, a woman-owned IT solutions provider serving businesses across Kern County for over 15 years. As a Hispanic woman in the technology industry, she has worked hard to break barriers, proving that women can lead and thrive in a male-dominated field. Her passion for business growth, innovation, and exceptional service drives her to help companies succeed through technology.
Turner started at Atech MSP 16 years ago as an office assistant and tech grunt. In 2023, she became a partner and owner alongside Lance Bever, leading the rebranding from Affordable Technology Services to Atech MSP. As CEO, she has focused on business development, client relations, and strategic growth, helping businesses with cybersecurity, cloud migration, and managed IT support. The company’s goal is to empower businesses to focus on growth, while we deliver reliable, innovative IT solutions that make sense, keeping them secure and running smoothly.
Building a strong, talented team is a top priority. Last year, through a partnership with Bakersfield College’s LAEP Apprenticeship Program the company was able to bring in great talent, successfully transitioning two apprentices into full-time employment at Atech MSP. Maria came to the United States as a single mother hoping to build a future for her family. She never imagined that her struggle would give birth to what is now known as one of “Bakersfield’s Best”.
Maria opened La Costa Mariscos in downtown Bakersfield with 4 employees and a desire to share the flavors of her hometown of Puerto Vallarta with the community.
With over 150 employees and 2 thriving locations, La Costa proudly celebrates over 33 years of business. Her dream was simple. To provide a place where her family could work, so that they wouldn’t have to struggle to find a job. To employ and support other people who could build their own dreams. And from there, it grew and grew to what it is today.
“Our involvement with the KCHCC has provided opportunities to serve the community and to network with leaders in Kern County who share the vision to make Bakersfield an even better place to live.”

In honor of Women’s History Month, the Kern County Hispanic Chamber of Commerce is proud to introduce you to June Nachor, as part of our annual Latinas in Business & Leadership spotlight series.
Born in Delano CA, June Nachor is the current Vice Chairwoman of the Tejon Indian Tribe. Her work experience includes management & executive roles in the oil & gas industry for over 15 years. June’s first job in the business world was working at Kong’s Dynasty in Delano, CA. It was this job that taught her how to navigate various customer personalities and demands, a skill that is much needed as a tribal leader.
June is involved in the community as a member of the Kern Coalition Against Human Trafficking, Bakersfield National Cemetery Support Committee and Honor Flight Fundraising Committee.
Within Indian Country, she is the tribal delegate and geographic service area board member for California Indian Manpower Consortium. She sits on the CalTrans Native American Advisory Board, is a board member of the Tejon Gaming Authority and a delegate for California Nations Indian Gaming Association.
June always thought she would retire in the oil & gas industry but has recently made an entire career change. In 2024 Tejon Indian Tribe applied for a federal grant from the Dept of Justice, Office of Violence Against Women and in Sept 2024 was awarded 1.2mm. In February 2025, she was hired as Program Director of the newly created Tejon Indian Tribe Victim Advocacy Program. The grant will allow Tejon Indian Tribe to collaborate with non-native entities to assist those in need as it relates to Sexual Assault, Domestic Violence & Human Trafficking.

Jaqueline Aguilar serves as the Government and Public Affairs Manager at Providence Strategic Consulting based in the Central Valley. Born in San Jose and raised in Bakersfield, Jacqueline’s upbringing instilled a strong sense of community and service. As a first-generation college graduate, she earned a Bachelor of Science in Business Administration and a Master’s in Public Administration from California State University, Bakersfield. As the first in her family to obtain a master’s degree, Jacqueline is passionate about empowering others, particularly young Latinas, to pursue higher education and leadership roles.
Jacqueline’s professional focus includes advocating for business initiatives, leveraging her expertise in government relations, and advancing economic development efforts. She has worked on projects across the state, collaborating with diverse stakeholders to drive positive change and promote growth.
In addition to her professional work, Jacqueline is deeply involved in political and government advocacy, with a particular emphasis on encouraging civic engagement among Kern County’s youth. Growing up in the Central Valley, Jacqueline understands the importance of representation and advocating for Latinas in leadership roles.

In honor of Women’s History Month, the Kern County Hispanic Chamber of Commerce is proud to introduce you to Angela Cecilia Blanco, as part of our annual Latinas in Business & Leadership spotlight series.
Angela Cecilia Blanco is a passionate Student Outreach Liaison at the Kern High School District, where she champions equity, engagement, and empowerment for all students. She holds a Master’s in Leadership Administration from California State University, Bakersfield. The proud daughter of Colombian immigrants who migrated to the U.S. in the 1970s, Angela draws inspiration from her family’s resilience and drive — values that deeply influence her commitment to service and student success.
Angela leads the PODER program (Providing Opportunities for Development, Empowerment, and Resilience), an initiative focused on guiding Latina students toward leadership, identity development, and opportunities beyond what they thought possible. She also collaborates with LCAP students and the Student Board Member Advisory Council, building a culture of achievement at school sites across the district. Most recently, she helped establish a district-led Student Literacy Council to elevate student voice within schools and the broader community.
Angela’s passion for education began when her 7-year-old son at the time was diagnosed with leukemia. During that season, she stayed home and homeschooled her three young children. While navigating motherhood and uncertainty, she discovered a deep love for supporting students. That experience sparked a calling that would lead her to pursue leadership in education — with a heart for students who need compassion, guidance, and belief.
With a student-led focus, Angela brings her whole self into every space, always keeping engagement and community at the center. Her bilingualism is both a personal and professional asset, and she uses it to build bridges between schools, students and families.
Outside of work, Angela enjoys walking, reading, and indulging in Colombian soap operas — but her favorite role is being a proud baseball mom and scorekeeper for her son’s team. What drives her most is the opportunity to uplift students who need encouragement, connection, and a strong leader by their side.
