Our very own KCHCC member and California Hispanic Chamber of Commerce treasurer, Connie M. Perez  36, has been appointed to the California Lottery Commission. The Lottery Commission's primary responsibility is to exercise their powers to effectuate the purposes of the California State Lottery Act.

The Lottery Commission is also responsible for approving the following:

  • Lottery's Annual operating budget-the Director is responsible for preparing a budget based on annual revenue projections and the proposed budget is brought before the commission in June of each year for approval.
  • The Business Plan-the proposed operating expenses and projected revenues are based on the business plan.
  • The Commission currently approves all contracts with an estimated value of $250,000 or more.
  • The Commission approves regulations for all new proposed games.
  • The Commission is responsible for approving the regulations that specify the terms and conditions for contracting with Lottery game retailers.

The Lottery Act requires that the Lottery be operated so as to produce the maximum amount of net revenues for public education. The Lottery Act also requires that the Commissioners take into account the particularly sensitive nature of the Lottery and that they act to promote and ensure the integrity, security, honesty, and fairness in the operation and administration of the Lottery in all the decisions they make.

Ms. Perez graduated Magna Cum Laude from California State University Bakersfield in 2000 and joined Brown Armstrong Accountancy Corporation. Beginning her career as a staff accountant, she went on to become a senior accountant, manager, partner-in-training and is now a partner. Ms. Perez has over 12 years of governmental and commercial auditing experience. She is involved as a board member in a number of not-for-profit entities: Treasurer of the California Hispanic Chambers of Commerce, Treasurer of the Latina Leaders of Kern County and Treasurer of Children Joining Children for Success based in Kern County. With their corporate headquarters located in Bakersfield, Ca and offices in Stockton, Fresno, and Pasadena, Brown Armstrong is one of the largest accounting firms in the Central Valley region providing tax, bookkeeping, audit, and consulting services to its clients.
